针对跨流域调水工程水资源配置决策存在的多层次、多目标性、模糊性等特性,采用多目标模糊优选方法原理,确立跨流域调水工程调蓄方案评价指标体系,考虑调水工程多管理主体的特点,在原有权重计算基础上引入决策者权重,建立多目标模糊优选模型,综合评价获得各方案的群体相对优属度.将该方法应用于引嘉入汉调水工程调蓄方案分析和排序优选上,得到工程调蓄最优方案.结果表明,该模型计算简便,具有较好的应用性和可操作性,结果合理,为工程可行性论证提供决策支撑,对于加快区域水资源均衡配置有重要作用.
Since there are the facts of the multi-level,multi-objective and fuzziness in water resource allocation decision of inter-basin water transfer project,according to multi-objective fuzzy optimization theory,an appropriate evaluation index system of regulation and storage scheme was established.Meanwhile,considering the multi-management of inter-basin water transfer project,decision-maker weight was introduced on the basis of original weight calculation.A multi-objective fuzzy optimization model is established,consequently providing group relative optimal degree with comprehensive evaluation.The method is applied in analysis and optimization of Jialingjiang-to-Hanjiang River Water Transfer Project,thus the optimal scheme is acquired.The results obtained show that the model has strong applicability and flexibility,which provides a scientific method for scheme decision.It supplies decision support in demonstrating the project's feasibility and plays an important role in accelerating the balanced allocation of regional water resources.
